Description

THINK GLOBAL was engaged by the Norwegian Red Cross and the Syrian Arab Red Crescent (SARC) to review the costing structure of Primary Health Care (PHC) services and assess the financial sustainability of the health network.

The consultancy included the analysis of financial and clinical data from PHC facilities and the development of an integrated Self-Sustainability Tool linking service volumes and operational costs at facility level.

The assignment allowed SARC to identify key cost drivers, measure cost coverage of services, and simulate different cost-recovery scenarios. Based on these findings, THINK GLOBAL produced operational recommendations and strategic options for introducing cost-recovery mechanisms while ensuring equitable access to health services.
