Description

Building on the analytical work carried out in Phase 1, THINK GLOBAL supported the Syrian Arab Red Crescent (SARC) in moving from analysis to implementation of cost-recovery mechanisms for PHC services.

The assignment focuses on the definition of a legally compliant cost-recovery framework and the piloting of different fee and subscription models in selected PHC facilities. The project includes the preparation of operational protocols, integration of financial and clinical data for monitoring, and continuous assessment of pilot performance.

Through data-driven monitoring and evaluation, the consultancy aims to generate evidence on the effectiveness of the tested models and provide SARC with practical guidance and scale-up options for strengthening the financial sustainability of its health services.
